Responsibilities

* Build procedures/work plan and manage all activities of the Human Resources Department
– Prepare the activity plan of the department according to company’s regulations
– Develop procedures/regulations related to the Human Resources Department
– Prepare budget for the activities of the Human Resources Department
– Assign, train and evaluate staff in the department
– Manage and monitor the use of equipment, stationery, and machinery assigned to the Division
* Build annual financial plan in the HR segment
– Participate in building the human resources finance plan at the branch
– Responsible for controlling the financial plan, human resources activities at the branch
* Advise to develop and supervise the implementation of staff assessment policies, salary and income policies, personnel records and effective manpower management
– Develop & implement KPIs delivery & evaluation
– Implement business salary policies
– Advise the Board of Directors on the annual salary and bonus. Recommend for awarding/appointing officials.
– Organize annual personnel records
* Organize and evaluate the training results
* Directly manage and coordinate the daily operations of the policy regime
– Organize the monthly salaries and bonuses
– Manage and organize the implementation of policies and regimes for employees: social insurance, health insurance, AON, etc.
– Manage the storage of data, documents related to the field of human activities. Organize and maintain the human resources information system
– Supervise the implementation of rules, labor discipline, labor relations
– Organize the implementation of personnel procedures
– Make monthly/quarterly/yearly reports and report on special issues
* Coordinate organizing and implementing the preliminary, summative, emulation and reward activities and staff care activities
* Perform other tasks assigned by the Director

Requirements

Qualifications
– University degree in office administration, administrative organization or in the related field
– Have 5 years’ experience in equivalent position or above
– Advanced knowledge of management
– Firmly grasp the processes of the company
– Understand state administrative procedures
– Intensive knowledge and understanding of general law, business law, labor law
– Knowledge of personnel organization with all types of enterprises to develop regulations and processes of personnel management
– Human resources knowledge: salary, bonus, welfare, treatment, recruitment, training
– Ability of internal and external relations
– Ability to analyze, synthesize and advise in the area of expertise
